建材工业是国民经济和社会发展的重要基础产业，也是工业领域能源消耗和碳排放的重点行业。为深入贯彻落实党中央、国务院关于碳达峰和碳中和的重大战略决策部署，切实做好我省建材行业碳达峰工作，根据《关于全面准确全面贯彻落实新发展理念，要做好碳达峰和碳中和工作《关于碳中和工作的意见》《2030年前碳达峰行动方案》《2030年碳达峰实施方案》根据《工业部门》、《建材行业碳达峰实施方案》、《湖南省碳达峰实施方案》等有关要求，制定本实施方案。

一、总体要求

（一）指导思想

我们将以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大精神，坚持稳中求进工作总基调，立足新发展阶段，全面准确贯彻新发展理念，构建新发展格局。坚持系统理念，处理好发展与减排、整体与局部、长期目标与短期目标、政府与市场的关系。全面落实“三高四新”战略定位和使命，以深化供给侧结构性改革为重点，以产业结构调整、低碳原材料替代、能源消费结构优化、低碳技术推广和应用、绿色、智能化改造为重点，全面提升建材行业绿色低碳发展水平，协调有序开展建材行业碳达峰工作，确保碳达峰是按计划实现的。

（二）基本原则

坚持统筹规划、推进。加强顶层设计，强化公共服务，加强建材行业上下游产业链协同，保障有效供给，促进污染减排与碳减排协调发展。统筹发展与安全，正确处理节能减排、污染与减碳、能源安全、产业链供应链安全的关系，稳妥有序推进碳达峰工作。

坚持两轮驱动。政府和市场要共同落实国家建材行业绿色低碳发展相关政策，完善激励约束机制，发挥市场配置资源的决定性作用，强化主体作用。落实企业碳减排责任，充分调动市场主体节能减碳积极性。

坚持创新引领。加强创新能力建设，加强产学研合作，促进科技成果转化，加快节能低碳技术装备研发和产业化，为推进绿色低碳奠定坚实基础。行业低碳转型，增强行业内生发展动力。

坚持突出重点。以水泥、玻璃等行业节能减碳为重点，以控制生产过程碳排放和化石能源消耗为重点，大力实施原燃料替代，积极推进资源循环利用，实现碳减排重大突破。

（三）主要目标

“十四五”期间，建材工业结构调整取得重大进展。行业节能低碳技术持续推广。水泥、玻璃、陶瓷等重点产品单位能耗和碳排放持续下降。到2025年，全行业规模以上工业增加值能耗比2020年下降14%，规模以上工业增加值二氧化碳减排率达到国家目标，综合能源水泥熟料单位产品消耗下降3%以上。水泥行业能效基准级以上熟料产能比重达到30%，建筑陶瓷、卫生陶瓷行业能效基准级以上产能比重达到30%，产量比重达到30%。建筑陶瓷、卫生陶瓷行业能效基准水平以上产能达到30%，达到玻璃行业能效基准水平。以上产能已达到20%，四个行业能效基准水平以下产能已基本出清。

“十五五”期间，建材行业绿色低碳关键技术产业化取得重大突破。原材料替代水平显着提高，清洁能源应用比重显着提高，绿色低碳、循环发展的产业体系基本建立。确保建材行业碳排放在2030年之前达到峰值。

二、重点任务

（一）推动产业结构升级

1.优化行业产能布局。落实《产业结构调整指导目录》和节能、环保、质量等管理要求，依法依规运用综合标准推动落后产能退出，引导低效企业有序退出能源消耗高、排放量大的有序生产能力。坚决遏制盲目发展高耗能、高排放、低水平项目，加强石灰、建筑陶瓷、卫生陶瓷、墙材等行业管理，防止产能无序扩张。严格落实水泥、平板玻璃行业产能置换政策。用于产能置换的生产线必须在建设项目投产前关闭、拆除。进一步优化水泥熟料产能区域布局，坚持水泥生产主要满足我省建设需要的原则，科学布局水泥熟料生产线。鼓励龙头建材企业开展资源整合、兼并重组，优化生产资源配置和产业空间布局。（省工业和信息化厅、省发展改革委、省生态环境厅、省市场监管局按职责分工负责）

2.推进水泥错峰生产。落实工业和信息化部、生态环境部关于规范水泥错峰生产的工作要求，精准落实水泥行业错峰生产政策。根据水泥企业大气环境质量和大气污染物排放水平，综合考虑能效水平、产品品种、协同加工等因素，制定差别化错峰生产实施标准，明确错峰生产基地和大气污染物分类排放标准，实行差别化错峰生产基地和大气污染物排放标准。推进错峰生产，推动企业提高技术装备水平，减少煤炭消耗和碳排放。加大落实和检查力度，完善激励约束机制，充分调动企业依法依规实施错峰生产的积极性。（省工业和信息化厅、省生态环境厅按职责分工负责）

三、保障措施

（一）加强统筹协调
