一、指导思想和基本原则
(一)指导思想。
以邓小平理论和“三个代表”重要思想为指导,集中力量完成重大任务,必须深入贯彻落实科学发展观,坚持以人为本,充分发挥政治优势的社会主义制度。一是举全国之力支援震后恢复重建,统筹谋划,精心组织,明确政策,强化保障,突出重点,分类指导,力争灾后恢复工作取得最大效益、最好效果。和重建,让灾区人民满意、全国人民满意。
(二)基本原则。
一、全面支持,突出重点。政策措施支持范围涵盖灾后恢复、生产重建等各个方面,重点支持城乡居民倒塌受损房屋、公共服务设施和基础设施恢复重建。
2、统筹协调,形成合力。综合运用财税、金融、产业、就业等政策,协调中央和地方财政投入、对口支持、国内银行贷款等资金,引导用好各类捐赠资金,做好政策安排和资金投资重建计划相互关联。有机配合,形成合力。
3.因地制宜分类指导。根据受损程度和恢复重建目标,实施分类保障。对疫情严重地区给予重点支持;公共服务设施和公益性基础设施恢复重建以政府投资为主,社会捐赠等其他投资为辅。工商企业恢复生产重建,运用市场机制恢复重建公益性基础设施。国家着力自救,提供财税等政策支持,带动银行信贷资金投资。
4、自力更生,得到各方帮助。要贯彻党的自力更生、艰苦奋斗的方针,在各方支持下,把国家扶持、社会救助和生产自救结合起来,调动和发挥广大群众的积极性。广大干部群众让灾区自力更生,加快恢复重建。
5.增加强度并保持简单。针对灾区损失严重、恢复重建任务艰巨等特殊情况,政策措施要依法强化、针对性强,科学简洁。操作简单,易于实施。
二、政策措施主要内容
(一)中央财政设立地震灾后恢复重建基金。
为支持灾区恢复重建,协调引导各项资金,中央财政设立地震灾后恢复重建基金。所需资金主要从中央一般预算收入安排。中央国有资本运营预算收入、特种车辆购置税收入、中央货嘉公益基金、中央共享的灾后重建和新建建设用地使用费也纳入该基金。2008年,中央财政安排灾后恢复重建资金700亿元,今明两年将继续作出相应安排。同时,调整经常预算安排的相关专项资金使用结构,向灾区倾斜。
在加大中央财政投入的同时,要统筹使用财政投入、对口援助、国内银行贷款、国际组织贷款等资金在灾区的使用,引导各类捐赠资金合理配置和规范使用,改善灾区人民群众生活。灾区人民的生活水平。资金使用效率。在灾区,四川省财政厅按照中央财政的思路,相应设立了地震灾后恢复重建基金。
(二)财政支出政策。
中央财政灾后恢复重建资金支出按照“统筹安排、突出重点、分类指导、一次性使用”的原则,采取居民个人补贴和项目补贴的方式。通过投资补贴、企业注资、贷款贴息等方式,为困难城乡居民提供救助。支持受损房屋、公共服务设施、基础设施恢复重建和工农业恢复重建。

6.Onthepremiseofensuringthatunemploymentinsurancefundsarepaidoutinfullandontime,theprovincialpeople'sgovernmentswilltakemeasuressuchasappropriatelyreducingunemploymentinsurancepremiumratesforenterprisesindisaster-strickenareas.
7.Accordingtoregulations,relevantpersonnelengagedinself-employmentindisaster-strickenareaswillbeexemptedfromadministrativefeessuchasmanagement,registrationandlicensefeesforthreeyears.
8.Whenenterprisesindisaster-strickenareasresumeproduction,roads,farmlandwaterconservancyandotherinfrastructure,aswellascounterpartsupportprojectconstruction,priorityshouldbegiventoabsorbinglocaldisaster-strickenpeople.Organizeandguidetheaffectedpeopletoparticipateinwork-for-reliefandproductionself-rescueactivities.
9.Relevantfundsrequiredforemploymentassistanceindisaster-strickenareaswillbedisbursedfromspecialemploymentfundsinaccordancewithregulations,andthecentralgovernmentwillprovideappropriatesupportthroughspecialtransferpayments.
Guaranteepaymentofwork-relatedinjuryinsurancebenefits:
1.Inordertosolvetheproblemofinsufficiencyofwork-relatedinjuryinsurancefundsinthedisaster-strickenareasofSichuan,foremployeesparticipatinginwork-relatedinjuryinsurancewhoareinjuredorkilled,relevantbenefitswillbepaidinaccordancewithregulationsonthebasisofverifyingthenumberofcasualties,disabilitylevelsandspecifictreatmentstandards.Therequiredfundswillbeprovidedatthelocallevel.Onthebasisofimplementingmunicipalorprovinciallevelcoordinationassoonaspossible,usingpreviousyears'balances,andincreasingfundadjustments,iftherearestilldeficiencies,partofthenationalsocialsecurityfundcanbeused.

三、工作要求
(1)Unifythinkingandstrengthenleadership.AllregionsanddepartmentsmusteffectivelyintegratetheirthoughtsandactionsintothedecisionsandarrangementsofthePartyCentralCommitteeandtheStateCouncil,furtherenhancepoliticalawareness,overallawareness,andresponsibilityawareness,strengthenleadership,andmakecarefularrangements,andvigorouslysupportearthquakereliefandpost-disasterrecoveryandreconstructionwork.Asanimportanttaskatpresent,wemustpaycloseattentiontoit.

(3)Refinepoliciesandimprovemethods.RelevantdepartmentsoftheStateCouncilshouldformulatespecificimplementationmethodsforrelevantpoliciesandmeasuresassoonaspossible,clarifythescopeofapplicationandimplementationperiodofpolicymeasures,andtimelyadjustandimprovevariouspoliciesandmeasuresbasedontheprogressofpost-disasterrecoveryandreconstructionandactualneeds.Provincialpeople'sgovernmentsindisaster-strickenareasshouldformulateandimplementspecificoperationalmethodsbasedontheactualconditionsoftheregiontofacilitatetheimplementationofvariouspoliciesandmeasures.
